Based on what I've seen and heard, MD is your best pick from that list. I've heard horror stories out of both CO & VA.

I live in Florida and services are ok, but unless you can qualify for the McKay Scholarship, things are really tough.

Not sure about TX, DC, or NE.....but I specifically remember reading some fantastic things about Maryland.
